squash! WIP: cache apt packages in CI

Note that `runner.os` is just "Linux", which isn't really useful.
Ideally we'd include the OS name and version in the cache key (like
setup-ruby does), but doing that in GitHub Actions is pretty awkward.
We won't be upgrading the OS frequently, so this is not a problem.
