feat: song recognition command promotion

Description

When the radio gets played, send the user a message saying something similar to "Did you know that know I can recognize songs?"

Requirements

• Saving in a database the user who called the /play command, so that we don't show the same message 2 times to the same user.
• Add a button that calls the recognise function?
