Could not connect to target: No ack for packet opcode=0x2f

When connecting, get error 'Could not connect to target: No ack for packet opcode=0x2f'
Tried. with waveshare uart and flipper zero as programmer.
Tried on osx and windows.
Tried with sop2 on vcc, tried with sop2 on rts via -sop2 argument on cc3200tool
Even soldered wires to the pins to eleminate the eventual scenario of bad contact.
