fix: set SSH key permissions in GitHub Actions workflows

- Add step to set correct permissions (0600) on SSH private key file
- Git checkout doesn't preserve file permissions, causing SSH authentication failures
- Apply fix to both test-e2e-config.yml and test-e2e.yml workflows
- Resolves 'UNPROTECTED PRIVATE KEY FILE' error in GitHub runners
