docs: add issue specification for Docker image updates

- Create task issue #253 for updating Docker images
- Add detailed specification with LTS/latest version recommendations
- Include Prometheus v3.5 LTS, Grafana 12.3.1, MySQL 8.4 LTS
- Add Docker Hub and endoflife.date reference links
- Document lifecycle analysis and support windows
