CHANGELOG not being updated

I'm not sure if this is deliberate, but I assume the CHANGELOG used to be generated automatically but it seems to have not been since v3.12.0, I'm guessing as a result of no longer using "v" as the prefix for version tags.

Yeah we use GitHub releases instead nowadays 🤔
