Feat: Add support for Altera Agilex 3 / AXC3000 dev board

Hello,
I just got myself a AXC3000 dev board to play around with FPGAs. Unfortunately, it seems like this is not yet supported by this project. Any ideas on how to add support for this board? Thanks in advance!

The main issue with Agilex Family is related to the documentation: there is absolutely nothing about JTAG sequence.
It's also not possible to convert the sof to svf. This file type help a lot to have a first basic support and to have gobal basic sequence to implements a native support.
The only format more or less readable is .jam but it is more complex to implement, and existing jam parser have issues with 64-bit computer.

This family remains a WIP in progress but needs time to find JTAG sequence.
