[FR] Support configurable timezone behavior vs. always using current browser timezone

Use case: traveling to different timezones, need to review route history, all times and dates are in current timezone, makes investigation difficult.

Request:

1. When clicking on a waypoint more details, show the deviceTime attribute in actual device local time with TZ postfix.
2. Add a UTC time attribute in waypoint details.
3. Use the account preference timezone for time based activities.
4. Add an option to switch between UTC (useful when daylight saving changes makes local timezones not useful for time based events that span time changes), local timezone, account timezone.
