Scaling issue

I don't know why but the layout I am interested in is coming out to be very very small as compared to the substrate dimension. Can you tell me what could be the reason for this and how to resolve this? Please find the attached image above for reference. I am using the database unit as 1 nm in the layout files. And following is the technology file:
