SCAP Workbench is officially dead for over a year #25

www.open-scap.org/tools/scap-workbench/ is a scam :)) aka they didn't bother to update those pages.
Latest Debian/Fedora don't have such package available. Check the archived repository.
The RHEL7 documentation link on the README is broken too (404).
I'd say is better to remove the whole section.
