Is there a way to prevent queries without parameters becoming a prepare /excute pair ?

With the JDBC client we are able to set explicit Prepare to false.

For many use cases without parameters the prepare and execute pattern seems unnecessary

You can do the same here. legacy_prepared_statements parameter controls this. On newer server versions EXECUTE IMMEDIATE should be getting used by default IIRC.
