Tolerate spaces in comma-separated tags field

A tag set like "mobile, privacy" is currently not accepted; it must be "mobile,privacy".

This is particularly annoying because the site itself produces "mobile, privacy" when editing a conference, so every time I edit one, I will lose all but the first tag!
