[Bug]: External plugin menu activation #177

Prerequisites
- I have searched existing issues to ensure this hasn't been reported already
- I have tested with the latest version of the plugin
What happened?
When working with an external plugin, the submenu for options will only appear if there is a registered block validation. This should work if there's a stand alone editor validation or post meta validation.
Steps to Reproduce
Remove block validations and add an editor or post meta only validation example
