Move away from Microsoft Tooling #9

Description

Visual Studio, Windows SDK, and the WDK are constantly breaking older platforms as new updates are released.

As we all know, WDK 26100 dropped support for 32-bit kernel-mode drivers.
Recently, MSVC toolchain v145 (comes with Visual Studio 2026) dropped support for 32-bit ARM binaries altogether.

This is not to mention that MSVC is generally slower to implement new C++ features and that new Visual Studio builds every several years break Windows driver development.
