Make delegate not accept zero_address as fee_recipient #464
Description
The delegate currently accepts 0x000... as feeRecipient until:
- we make the clientlib use an actual fee recipient as given by the endpoint for meta-tx fees of the relay
- we give time for app users to update / find a way to warn them they should update.
This should be changed after that.
