Hotkey error in script? No hotkeys show up in settings

I am getting a hotkey save error when loading the script.

I am on Python 3.6.8 with the folder path selected in OBS.

I have no "Enable/Disable" Zoom hotkeys in settings? Any help? (Windows 10, OBS 28.0.1)
