Reformattings in line breaks/white spaces - and/or comments should not be reported

Run spring-javaformat on any code - see that refactoring miner reports many changes. Expected: 0 changes.

Refined:

1. If a file only changed white spaces and empty lines; and nothing in the comments, it should not show up
2. If a comment changed in newlines only, the file should only be reported if other changes are in.
