Migrate ESLint to 9.x and flat config #47
Description
ESLint here uses 8.x version, but 9.x is out. The update needs the new flat config file but not all plugins are compatible.
A first step for this migration could be update the config to use the flat format instead the legacy one, once all the plugins are compatible with 9.x, the update can be done.
