Plex HW Transcoding requires Ubuntu 24.04 on an Intel 11th Gen CPU

I was unable to get HW transcoding working with an 11th Gen intel CPU (NUC11) using Ubuntu 22.04
As a last option I decided to upgrade the running install to 24.04 and out of the blue HW transcoding started working with no additional changes. I suspect this has something to do with the kernel version and the driver that were installed but I am no expert.

Hope this can help some else that is facing a similar issue
