making a 16 encoders with ledring controller

hi, i plan to make a 16 encoders with ledring controller, how would you design the pcb for the leds? i found a schematic with a uln2803A driving a led matrix see attached picture. do you think the library allow to code with this kind of matrix? or would you do it another way?
