Create UI for getting winner at hack nights

Build a fun UI that is enabled at each hack night only with a `what's next?` button (or other similar idea). When clicked button should fetch current leading vote at `vote.tulsawebdevs.org/winner` which will return the current leading proposal and mark it closed to remove it from future votes.
