fix: Draft proposals not populating or accessible

When the 'edit' button is clicked next to a draft, it should open the form with prefilled values from the draft. Currently, a blank form opens.

We also need a link to the drafts page from the proposals page, since there's no way to get there currently other than a manual navigate to `/drafts`
