Twice investment cost of the transmission lines is calculated

I assume `Investment cost` of  **Sheet Transmission** only consider cost of unit transmission capacity [Euro/WM]. When expanding a new transmission line between `A` and `B`, investment cost of the transmission line will be calculated twice. Please fix the bug or note this in the documentation.
