Fix steampipe_anywhere workflow for the config plugin

At present, pushing a tag to the config plugin does not trigger the steampipe_anywhere.yml workflow.

Steampipe version (steampipe -v)

Plugin version (steampipe plugin list)
Example: v0.5.0
