Support in BMC-UI for securely changing the root user password and installing/enabling certificate-based authentication

The BMC UI does not support modifying the root user's password from the default ("turing") or enabling certificate-based authentication. I realize that the UI itself is only an interface to functionality and not the mechanism for actual implementation. I will be adding issues to both the bmcd and tpi repositories to implement the underlying implementation (bmcd) and provide access to the functionality through the tpi command line interface. This is an enhancement request based upon feedback from users.
