Etherpads should be created using API #513
Description
when using self hosted etherpad I don't want the world to be able to create pads on my server.
etherpad has a setting named edit_only which prevents exactly this and limits pad creation to API.
But dimension does not seem to use API to create pads and rather just generates the link and accesses it, so etherpad shows permission error with edit_only activated.
