Plumbing to make the Network layer aware of Peras mini-protocols

This ticket tracks work to add (at least) certificate diffusion to NodeToNodeProtocols, while making it optional unless an (experimental) NodeToNodeVersion is used.

This will require eg assigning a new mini-protocol number for it.
