Add --env option

Hi there,
I've been using your other product, the Serverless CLI for deployments. I love the --env option which allows me to point to the env file which contains the credentials.
```
twilio serverless:deploy --env=./.env ...
```
It seems that dev-phone doesn't support it. I'd love to see that option for dev-phone as well.
