REQUEST: Reinstate option to use Move-Item instead of BITS

The BITS process is too slow to keep up with the BITS process of moving items. On my machine, BITS will not saturate the available network bandwidth. In fact, the BITS process averages around half the available throughput. This results in my plotter able to fill up my staging drives faster than the Ploto-Mover can transfer the files from the staging drives to my farmer. The old move-item parameter did not have this problem and was no less reliable for me.
