Migrate artifact hosting to cloudsmith (#192)

## Release notes: usage and product changes
Updates artifact deployment & consumption rules to use cloudsmith
instead of the self-hosted sonatype repository.

## Implementation
* Bump `vaticle_dependencies` & update deployment targets
