deps/glad,reuse: Make glad REUSE compliant

Glad files are regenerated with the same extensions to be completely under
the WTFPL or CC0-1.0 license.

Regenerating also allows to have a summary of how those files were
generated.

This commit does not make the whole repo REUSE compliant.
