FR: Simple voting system with reactions

I think it could be useful to have in this bot as well, even if it's more geared towards moderation.

I would imagine it would work so that you execute an slash command, and it will ask you the question to be presented for the poll and then the options for it. It should randomly choose emojis for the options or let user decide, and it should also auto-close after user specified time that will also be asked.

There are at least two ways to implement this:

1. The existing /addcommand functionality could be extended to be able to create interactive commands, which then you call the created command and it can ask for the options and post and manage the poll. This is, like, a lot of work. But if we take this approach, the bot will have some very special and useful functionality. I could see different classes of interactive commands, like voting or surveys or enforcing nickname rules. Giving programmatic features directly to users through the simpler UI of the Discord client.

2. The functionality as described. This would be a lot less effort to implement and not much novel code would be needed, mostly just around picking emojis and managing the poll throughout its lifecycle. Polls would also need to be resumable if the bot is restarted, and there should be guarantees that the bot does not lose track of any polls.

I think option 1 is not doable with the current dev capacity available (me), but I'd love to revisit it in the future. Discord's modals allow for some pretty complex UI flows.

I will plan on adding option 2.
