Because only Opera does this, other browsers don't. There are many browsers/forks out there, each can put their own tweaks and settings, and uBO cannot embed a specific instruction each time another browser tweaks something. There are other browsers that disable uBO in their own company's sites too.

The codes are made for compatibility cross-platform as much as possible to reduce the bugs and easy to manage. Specific codes to specific browsers is the last thing to consider to prevent code debt in the future.
