Mark 3.13 as officially supported, add 3.14 to the test matrix

3.13.0 was released in october, so I actually forgot it in 1.0. CI has been updated to require 3.13 support.

• Add 3.13 to the classifiers.
• Add 3.13 to the tox matrix.
• Add 3.14 to the github CI matrix.
• Probably update ua-parser/uap-rust as well. Update classifiers (and tox) uap-rust#38
