Governance and contribution model to the UAPI group

Hi all! I'm Pablo Correa Gomez, from the postmarketOS team. I have been following some of the recent changes relative to the LFSH specification, which giving its current path, could be of interest for us. However, I have been wondering about the processes and governance of this community.

It is quite helpful to have some basic structure and the meeting minutes in https://github.com/uapi-group/docs but I was left wondering:

• How is the Image-bases Linux Summit organized? Seems like it's been the central point of collaboration in the community in the recent years, but I could not find information online, or how to attend or get an invite.
• Are there any rules for merging changes, or what qualifies to be included in the different specifications?
• How are decisions generally made? There seems to be a group of maintainers from different projects included, but are there any rules on how should they be involved in the different parts? Do they all share the same power/responsibilities?
• Are there any processes to include maintainers, or otherwise expectations from them?

I assume there are very likely conventions and rules that maintainers have to operate. But I am basically curious to know what we can expect in the future, specially if we end up relying on some of the specifications, or want to convince our upstream to do it :)
