Begin resolving test cases after targets are returned, instead of waiting for expansion

After resolving targets, check each of a user's visible files, request its corresponding target, then resolve that target in the test explorer.  This will provide test case discovery on file open instead of requiring the user to expand the target.  This feature should be optional in case a user is working with targets that are too large.
