rewrite changelogs.py to not rely on hhd/rechunk

We are currently relying on the label dev.hhd.rechunk.info to extract package version numbers, this label will go away once we move to the rpm-ostree built-in rechunker with #1476.

SBOMs are one possible solution to this:

this works locally for me, as we are OOMing on the runners

nvidia-dx succeeded with 14GB with the same flags
