Add Resubmit Link for Guides in "Requested Change" Status

According to knowledge base user stories, contributors are able to resubmit for a guide if the guide is in "requested change" status. This feature is already implemented in PR #780 and #830. However, a recent PR deletes the "resubmit" link from the site. This issue should add "resubmit" link back to the associated page, while not affecting the elegancy of the current page layout.
