Will update the backend API and make other necessary changes to fully support multiple quarter feature.

We now have 2 config files concerning quarter for backend and scraper.

This makes sense since

• Backend does not need to know what quarters to scrape.
• Scraper does not need to know which quarter is the default answer for queries.
