Suppress H4, H5, H6

Hi! Is there an easy way to suppress the use of H4, H5, H6, but keep H1, H2, H3?
I can remove buttons from toolbar, but still, users can paste or use keyboard shortcuts to create these.

I've played with deserializeHtml but without luck.
The other way I can think of is to duplicate whole createHeadingPlugin and reduce levels to 3.

What direction would you recommend to look into, if I would like to turn all H4, H5, H6 into P, or H3 when pasting from clipboard?
