Turn text into link

I have an issue with the link element. If I add a link from the toolbar it works as it should, I can add the link and the text.
If I select text and try turn it into a link by clicking the link in the toolbar then it doesn't work and it scrolls to the top of my window. I don't see any reason that could cause this, it seems like the behaviour a form might have after submitting. Has anyone seen any issues like this? Only with selected text
