Devtool plugin

A devtool begins to feel needed when using a lot of plugins.

Initial steps:

1. Start from this great work from @nivekithan https://github.com/nivekithan/slate-devtools introduced in I created a devtool to assist in debugging  ianstormtaylor/slate#4112
2. createDevtoolsPlugin composed of withDevtools
3. Once the tool is stable enough, we can extend it with a plugin debugger: list the plugins, enable/disable each plugin,...

Questions:

1. Should we extend the plugins with a debug field?
2. ...

Hey, I am nivekithan, I am the one who created that above mentioned devtools. At that time of writing that tool, I was inexperienced made of lot of bad decision. I am sure they are still bugs in my latest version.

I will be happy to rewrite that entire devtools if I were get from some (help/code review) from your side.

As of now I am participating in a hackathon which will finish in july 1st. Soon after that I will start to work on the devtools
