update cpld_gridgen to produce mesh and grid files for regional MOM6

There are two regional MOM6 configurations (hafs and atmospheric rivers) which use regional mom6 configurations coupled to FV3. The required files are currently being produced in various user repos or user tools. Adding the capability to cpld_gridgen will enable these files to be produced in a reproducible and documented way.
