Convert ingestion pipeline to airflow-managed workflow

This will ideally be managed from an airflow server outside CSD3, but that will require some work to configure external access. In the mean-time, it would be good if the ingestion started up an ephemeral airflow server locally (on CSD3) that shows the progress.
