LAN access is blocked after v4.0.1 when only LAN allowed

• I’m seeing a regression that looks related to issue [ISSUE] Local IPs blocked with multiple subnets #1362. On the last released build (Version 4.0.1) the app behavior was:
  • When an app is allowed LAN-only, it can access addresses in its own subnet but not upstream subnets (this matched [ISSUE] Local IPs blocked with multiple subnets #1362).
• However, after building & testing the repository at commit da3d513 (latest master I compiled locally), LAN access is completely broken: the same app is now unable to reach even addresses in its own subnet — everything is blocked.
• I suspect this regression is related to the multi-subnet change introduced by commit 4979781 (Issue [ISSUE] Local IPs blocked with multiple subnets #1362 support for multiple subnets), because behavior changed after testing the newer tree.
