Another solution for the data creation

Hi @ukmrs!

As mentioned in #27, the copying of the storage folder during build time causes some issues when building the package with nix (EDIT: doing stuff with the data dirs during buildtime does generally not work for packagers).

One solution for this coming to mind is to check during runtime if the data exists and if not, ask the user whether we should download it for them (we can download the file from github).

If you want, I would be happy to try and implement this myself. What do you think, do you have another idea in your mind?

I don't see anything wrong with your idea.
I guess we can get rid of the build.rs file all together then 🤔 .

I would only check if this directory exists:

    let local_storage = ProjectDirs::from("pl", "ukmrs", "smokey")
        .expect("no valid home directory could be found")
        .data_dir()
        .to_path_buf();

And if it doesn't we can just do exactly as you say.
