Can't add rules: rule added and immediately deleted

Hi, I have upgraded from v3 to v6.1.2. The problem is that now I can't add rules (or groups). When I hit the "Add Rule" button, if I debug it, I can see that the rule is added and then immediately deleted.
Has anybody faced this issue?

Maybe your issue is related to config removeIncompleteRulesOnLoad
