Need the ability to choose between uploading to two separate PeerTube instances. #1

It was brought up that not all A/V material will be uploaded to a review PeerTube instance and that some A/V material will be directed to the production PeerTube instance. Suggested work around is to add an additional parameter directing to the correct PeerTube instance.
