Proposal: Add placeholder function for translation/localization/i18n to core Leaflet

I thought you would be interested in the feature I've requested in core Leaflet - Leaflet/Leaflet#9092.

Also, FYI I've created a Leaflet.a11y plugin, which uses "Leaflet.i18n" (PR Leaflet/Leaflet#9087).

Please feedback there!
