Prevent to create too much layers

Some maps have thousands of layers (like more than 5000), which is totally a non sense (may have been created by scripting).
We should enforce, in the frontend and in the backend, a layers count limit. 100 layers could be a good trade off (but we could have a setting for that anyway).
Currently around 1600 maps on OSM fr server have more than 100 layers (!).

It's interesting, on the German server there are around 150 maps with more than 100 layers, which is also about the same ratio as on the French server.

The question is, what should be done to the already existing maps? Can they keep the layers, get they limited in some way?

FYI: I also looked at other stats and noticed some impressive numbers of maps, but I guess map count isn't a problem. Around 45 maps add up to a size of over 100 MB each, with the largest being around 570 MB.

I think we'll just prevent new layers to be created. Is that ok for you ? The limit of 100 will be configurable per instance in any case.

That's way too much for loading that in a browser with uMap :p
